Vanguard Vendor gear should get you to level 32. ToO and PoE should get you to level 34. Not sure what the light level is for Iron Banner gear is now, but I should imagine that'll get you to 34 as well. Etheric light random drops from nightfalls or gained for IB help you get to max level too.
